YIELD – Call for Expressions of Interest for External Expenditure Verification Services in Egypt

The Academy of Scientific Research and Technology (ASRT) invites qualified Audit Firms to submit offers for Expenditure Verification Services under the EU-funded YIELD project.
The selected firm will verify ASRT’s declared expenditures in line with the Grant Contract, Interreg NEXT MED Programme Rules, and ISRS 4400.

The Academy of Scientific Research and Technology (ASRT), an egyptian partner in the EU-funded project “YIELD“, invites qualified Audit Firms to submit offers for the provision of Expenditure Verification Services.

SCOPE OF THE ASSIGNMENT

The selected firm will verify the expenditure declared by ASRT in accordance with the Grant Contract, the Interreg NEXT MED Programme Rules, and the International Standard on Related Services (ISRS 4400).

MANDATORY ELIGIBILITY CRITERIA

In compliance with the regulations of the Egyptian Ministry of Finance for this programme, applicants must meet the strict following criteria:

  • Ministry Registration: The firm must be registered in the General Registry of Accountants & Auditors at the Ministry of Finance.
  • Professional Certification: The signatory auditor must be a Fellow of the Egyptian Society of Accountants & Auditors (ESAA).
  • Corporate Experience: The firm must demonstrate having audited the financial statements of at least three (3) Joint-Stock Companies in the last 5 years or at least 3 develeopment projects funded from the EU and /or ENI CBC MED or any international development funders
  • Capacity: The firm must currently employ a minimum of 5 permanent staff members.
  • Legal Standing: The firm must hold a valid Tax Card, Commercial Register, and have no record of judicial rulings or re-issuance of financial statements due to error in the last 5 years.
  • Workload Limit: The auditor must not be currently contracted for more than one other project under the Interreg NEXT MED programme (Max 2 projects per auditor).

SUBMISSION OF OFFERS

  • Currency: Financial offers must be submitted in Egyptian Pounds (EGP) only, in compliance with Article 212 of the Central Bank Law No. 194/2020.
  • Process: Interested firms are requested to obtain the full Terms of Reference (ToR) by sending an email to: innov@sti.sci.eg
