PUBLIC NOTICE SUMMARY – PROTECHMED PROJECT

The Union Tunisian of Agriculture and Fisheries (UTAP) has launched a public consultation (No. 03/2026/PROTECHMED) under the Interreg NEXT MED 2021–2027 Programme for the selection of a service provider to support the management of the PROTECHMED project (Ref. AT1.1_0461).

The PROTECHMED project aims to promote innovative solutions for the technological transition of the Mediterranean horticultural sector. It focuses on developing eco-innovative technologies for greenhouses, particularly in water and energy efficiency. The project involves partners from Greece, Italy, Malta, Tunisia, Lebanon, and Turkey, and engages more than 300 stakeholders to bridge the gap between research and agricultural businesses.

UTAP seeks to contract a specialized company to provide technical assistance in project management. The mission includes administrative, financial, and operational support throughout the project duration. Key responsibilities include financial planning and monitoring, budget execution tracking, reporting, procurement follow-up, compliance with Interreg rules, and management of the JEMS platform. The selected provider will also assist in audits, reporting, and coordination with project partners.

The assignment covers the entire project duration and includes the preparation of six deliverables: five interim reports and one final report. Payments will be made based on the validation of these deliverables.

The evaluation process follows a two-step approach: financial offers are ranked first, and the lowest bid is then assessed technically. A minimum technical score of 80/100 is required for qualification.

Interested applicants must submit their offers in sealed envelopes to UTAP headquarters in Tunis by April 30, 2026 at 12:00 PM. Applications must include administrative, technical, and financial documents, including company references and expert qualifications.

The selected provider must ensure strict confidentiality and comply with all program regulations. Any disputes will be settled amicably or, failing that, under Tunisian jurisdiction.
