  1. Background 

The PROTECHMED project supports the technological and ecological transition of the Mediterranean horticultural sector, especially greenhouse systems. It focuses on improving water and energy efficiency through eco-innovative solutions such as photovoltaic systems and decision-support tools. The project involves partners from several Mediterranean countries and aims to strengthen collaboration between research and agricultural businesses.

 

  1. Objective of the Tender 

The purpose of this tender is to select a Tunisian travel agency to organize a transnational exchange visit to Ragusa, Sicily (Italy) for a delegation of 5 participants. 

Travel dates: Departure on 02 June 2026 and return on 06 June 2026 (4 nights).

 

  1. Scope of Services 

The selected agency will be responsible for: 

– Visa processing support (appointments, documentation, submission) 

– Booking and issuing round-trip flight tickets (Tunisia–Italy–Tunisia) 

– Hotel reservations (4 nights, 5 rooms, half-board) 

– Travel insurance for all participants 

– Airport–hotel–airport transfers 

 

  1. Eligibility Criteria 

Applicants must: 

– Be legally registered and authorized to operate in Tunisia 

– Have proven experience in organizing international group travel 

– Provide references for similar services 

 

  1. Application Requirements 

The application must include: 

– Legal documents (registration, tax ID, CNSS, etc.) 

– Agency profile 

– References (Annex 3) 

– Technical offer 

– Financial offer (Annex 2) 

– Signed submission form (Annex 1)  

 

  1. Submission Method 

Applications must be submitted in a sealed envelope via registered mail, rapid-post, or hand delivery to UTAP. Electronic submissions are not accepted.

  1. Evaluation Methodology 

Technical Evaluation (80%): 

– General experience (30 points) 

– Relevant experience (30 points) 

– Quality of technical offer (40 points) 

 Financial Evaluation (20%): 

– Lowest offer gets maximum score 

– Others scored proportionally 

 Final Score = (Technical Score × 80%) + (Financial Score × 20%) 

 

  1. Selection 

The contract will be awarded to the bidder with the highest final score (best value for money).  

 

  1. Notes 

– UTAP may request supporting documents from the selected bidder 

– False declarations lead to disqualification 

– Clarifications may be requested if needed
