JADEITE Launches Situational Analysis Methodology to Advance a Just, Inclusive Local Transition

JADEITE partners met online on February 17 to officially launch and validate the methodology for situational analysis. The workshop marked a crucial step in aligning partners on the project.

The session focused on presenting and refining a methodological framework designed to guide territorial analyses across all partner regions.

The methodology is structured around four key pillars:

  • Institutional governance framework
  • Socio-ecological and economic baseline
  • Stakeholder ecosystem
  • Policy coherence in multi-level governance

The proposed mixed-method approach combines surveys, focus groups, key informant interviews, and desk research to ensure both comparability across territories and adaptability to local contexts.

Each partner will conduct data collection at territorial level, while the JOHUD partner will provide templates, ensure quality control, and consolidate findings. A shared methodology is considered essential to guarantee coherence, while allowing flexibility in the design of local pilot actions.

A core objective of the workshop was to clarify how the concept of just transition can be translated into local realities, with particular attention to social equity, vulnerable groups, and inclusive governance.

Partners also exchanged experiences on offline participatory governance tools, including public meetings and thematic debates. Contributions from Region of Tuscany briefly showcased practical examples of civic engagement and integrated approaches to climate resilience and circular economy governance, offering inspiration for strengthening local participatory processes across territories.

Next Steps

The Lead Partner will circulate the updated methodology together with specific questions to assess feasibility in each context. Follow-up online meetings will support the preparation of territorial analyses, and a second webinar is scheduled for mid-March 2026. This phase is critical for finalising the co-designed toolkit and launching effective pilot actions. Active partner engagement in the coming weeks will be key to advancing JADEITE’s mission toward a just and green transition.
