ANNOUNCEMENT OF CALL FOR TENDERS

Mindspark Plus is looking for external expertise and services to support the implementation of the DigitalLife4ALL project. The call is split into three separate services:
Service 1: Management & Communication Services
Budget:€37,200.00 (exclusive of VAT)

Scope of services (examples):
Administrative support and project coordination
Progress reports and financial briefings
Meetings and drafting minutes
Communication strategy development
Announcements, information materials and audiovisual outputs
Video production, campaigns and publicity
Compliance with Interreg visibility rules
Service 2: Training, Exchange of Good Practices & Implementation Services
Budget:€66,700.00 (exclusive of VAT)

Workshops and good-practice exchanges
Development of training materials and delivery of trainings
Document translation
Organisation of events and conferences
Supply of materials and hospitality services

Service 3: Research Team Member / External Expert
Budget:€5,800.00 (exclusive of VAT)
CPV codes: 73220000-0, 98113100-9
Duration: Up to 18 months from contract signature
Scope of services:
Provision of specialist scientific and advisory support on topics such as Media & Digital Literacy, misinformation & information ecosystems, scientific substantiation of deliverables, contribution to analyses, text production and evaluations.
Participation documents / Eligibility
Bidders must submit a signed Declaration stating, within the submission deadline, that, inter alia:
They are not subject to exclusion grounds under Article 73 of Law 4412/2016;
They are tax- and insurance-compliant;
They are not bankrupt or in liquidation or a similar situation;
They have no final conviction for the offences listed in Article 73(1);
They commit to produce supporting documents upon request.
Legal status documents
Individuals: copy of ID or passport; tax ID (AFM), tax office (DOY) and address.
Legal entities / companies: Articles/statute or Government Gazette (or GEMI printout); details of legal representative (FEK / GEMI / minutes); tax ID, DOY, registered address and contacts. Proof of representation.
Proof of experience (for technical evaluation):
CVs;
List of relevant projects in the last 3 years;
Any supporting evidence of professional capacity or previous collaboration (optional but encouraged).
Mandatory submissions
Technical offer (required) — methodology, team organisation, timetable, evidence of experience etc.
Financial offer (signed, exclusive of VAT).
Offers must be signed and sealed, indicating which lot(s) the bidder is applying for; digital signature is accepted.
