Subject of the Notice
Selection of an External Auditor for the PROTECHMED Project (Tunisian Partner –
UTAP).
Submission Deadline
9th of March 2026 at 12:00 (Tunis local time).
Any submission received after this deadline will be rejected. The registry office stamp shall
serve as proof of submission date.
Project Overview
Following the approval decision of the Managing Authority of the INTERREG NEXT MED
2021–2027 Programme, the PROTECHMED project has been granted a total budget of
€2,312,661.00.

• Partner 5: Business Incubation Association in Tripoli (Lebanon)
• Partner 6: Tunisian Union of Agriculture and Fisheries – UTAP (Tunisia)
• Partner 7: Ministry for Agriculture, Fisheries and Animal Rights (Malta)
The total budget allocated to the Tunisian partner (UTAP) for the entire duration of the
project is €295,000.00.
Eligibility Conditions
Chartered accountants and accounting firms wishing to participate must be included in the
list provided in the Terms of Reference (Annex A). Applicants are required to consult the
Terms of Reference for detailed information regarding eligibility criteria, submission
procedures, and evaluation methodology.
Submission Procedure
The application file must be submitted in a sealed envelope marked:
“Do not open before the evaluation session”
Selection of an External Auditor for the Tunisian Partner of the PROTECHMED Project
Applications must be sent by registered mail or delivered directly to the registry office of
UTAP against receipt no later than 02 March 2026 at 12:00 (Tunis time).

Scope of Assignment
UTAP, as the sole Tunisian partner of the PROTECHMED project, will be subject to
expenditure verification by the selected external auditor. The successful bidder will be
invited to sign a service contract with UTAP.
