INNOVATILE keeps working to ensure the quality of its development with a new tender

As a project partner, the Egyptian Center for Innovation, Technology and Development (ECITD) has launched an invitation to tender to select a qualified First Level Controller (FLC).

INNOVATILE continues to advance in its implementation phase with a new call for tenders aimed at ensuring financial transparency and compliance. Acting as a project partner, the Egyptian Center for Innovation, Technology and Development (ECITD), has launched an invitation to tender to select a qualified First Level Controller (FLC).

The selected controller will be responsible for the independent verification of all expenditures declared by ECITD under the project. This assignment covers the preparation of six Expenditure Verification Reports (EVRs) throughout the 36-month duration of the project.

Key Tender Details

  • Assignment: First Level Control (Expenditure Verification) services.
  • Deadline for submission: 08 February 2026 at 23:59 (Cairo local time).
  • Deadline for clarification requests: 22 January 2026.
  • Method of submission: Tenders must be submitted electronically via email to pmu@ecitd.org.

Deliverables

  • Six (6) signed Expenditure Verification Reports and related checklists.
  • Language: All deliverables must be submitted in English.
  • Eligibility and Qualifications:
  • Interested bidders must meet specific professional requirements, including: a minimum of five (5) years of proven experience in auditing EU-funded projects, registration in the General Register of Accountants and Auditors at the Ministry of Finance, membership as a Fellow of the Egyptian Society of Accountants and Auditors and evidence of having audited the financial statements of at least three (3) joint stock companies in the last five years.

Evaluation and Submission

Proposals will be evaluated based on a weighted scoring system, with 70 points allocated to technical quality and 30 points to the financial offer. Tenders must remain valid for 90 calendar days from the submission deadline.
