Gov4GreenMed: building cooperation and participation for sustainable waste management across the Mediterranean

This two-year initiative strengthens inclusive governance to improve municipal waste management across the Mediterranean, bringing communities, authorities and experts together to rethink decisions and co-create solutions for cleaner, more resilient places to live.

The project officially kicked off in Vic, Spain where the Lead Partner, BETA Technological Center, hosted its Mediterranean partners on 15 and 16th October 2025 and start planning the work through 5 pilots’ experiments.

The project will test participatory methodologies through five pilot actions in different Mediterranean municipalities such as at Mancomunitat la Plana (Spain), Kumluka (Türkiye), Nabeul (Tunisia), Scandicci (Italy) and As-Salt (Jordan) each addressing specific local issues on solid and food waste management.

Pilot actions

In Spain, the Mancomunitat La Plana is going to expand re-use circuits for distinct waste streams, engaging citizens and training people in repair practices. In Türkiye, the district of Kumluca in the city of Antalya is going to convert municipal organic waste into organic fertiliser while raising awareness and providing training for farming communities, schools and cooperatives. In Tunisia, Nabeul will develop waste prevention and valorisation policies for large-scale producers such as canteens and hotels, including composting, recycling and a mobile app to enhance citizen participation. In Italy, Scandicci (Tuscany) will create a local food policy and an Organic District connecting urban and rural areas, with educational activities in schools. They will also create a biodiversity festival and food recovery initiatives. Finally, in Jordan, As Salt will implement household and commercial composting initiatives supported by awareness campaigns, the distribution of compost bins and the development of best practices for replication.

“We hope this project will provide cities and municipalities with tools especially participatory ones to include in their decision-making processes, enabling them to design and deliver public services that are more efficient and useful for citizens”, says Mercè Boy, project coordinator at BETA Technological Centre.

In addition to its local impact, Gov4GreenMed will produce a policy paper on inclusive local governance models, organise replication workshops, and host a final capitalisation conference. These actions will ensure that the lessons learned can be shared and replicated by other Mediterranean municipalities.

“To collaborate in a Euro-Mediterranean project is an opportunity to expand our network and capacity, and to learn from and with other cultures and institutions”, explains Clara Casanovas project manager at BETA Technological Centre. “We also hope to increase the level of participatory engagement not only among citizens but also among institutions and other stakeholders involved in waste management”, she adds.

Ultimately, the project aims to strengthen cooperation between public authorities and stakeholders, improve citizens quality of life, and accelerate the green transition across Mediterranean territories.
